On December 19th, the CBO released an estimate for the health care reform that stated that, as it was written, it would reduce the deficit $132 billion. In explaining this estimate, the CBO director went to great pains to try to explain that portions of the bill that contained "savings" would almost certainly not be implemented. This is a satire of his attempts to inject reality into the process.

Understand that the 'Sustainable Growth Rate', that portion which is counted as 'savings' toward reducing the deficit, can be changed, and have been changed every time in the past it's come up.

The part about alien bones turning to gold and other magical thinking is a classic.
